Lingle is a native of Atlanta, Georgia USA and has been a university
teacher since earning his Ph.D. in Economics from the University of
Georgia in 1977. Most of his academic career has been spent in
universities in Africa, Asia, and Europe.
Lingle gained international notoriety while teaching at the National
University of Singapore. An article he wrote for the International
Herald Tribune criticised East Asian political regimes and
resulted in his criminal and civil prosecution by the government of
Singapore.
